A term is not fair just because it appears in your policy.
UK government guidance says cancellation charges and retained prepayments should be fair and should take account of the loss the business actually suffers and reasonable steps to reduce that loss. That is why this template does not pre-fill a universal percentage, notice period or blanket “non-refundable” rule.
